    Most Pennsylvania municipalities, municipal authorities, school districts, and other public agencies are already COSTARS members. If your agency isn't yet registered, membership is free through the Department of General Services.

Who can buy Pipe Dream® through COSTARS?
Most Pennsylvania municipalities, municipal authorities, school districts, and other public agencies are already COSTARS members. If your agency isn't registered, membership is free through the Department of General Services.
Do we need to run a bid or RFP?
No. The competitive procurement has already been completed at the state level. Reference Edge AI's COSTARS vendor number, 563103, and process the purchase through your normal COSTARS procedure.
Is COSTARS the same as PA Fast Track?
No. COSTARS is separate from the PA Fast Track program (formerly 6x6). Fast Track gets a system under Pennsylvania's no-bid threshold. COSTARS is the preapproved vendor contract itself. Edge AI Solutions is on the COSTARS contract, which means the purchasing vehicle already exists and your agency simply references it.
Can we lease instead of buying?
Yes. Edge offers separate leasing options that spread payments across two fiscal years. Leasing is not available through COSTARS.
How does the year-end offer work?
Pennsylvania municipalities that lease Pipe Dream® through a separate Edge leasing agreement by December 31, 2026 receive 25,000 feet of free coding. The offer applies to qualifying leases only and does not apply to COSTARS purchases.
